NOTICE OF REQUEST FOR QUALIFICATIONS FOR VARIOUS POSITIONS

The Township of South Hackensack is soliciting Qualification Statements from interested individuals and/or firms for the positions listed below. Inclusion of a position in this Notice, however, does not constitute a representation that the Township will fill the position at this time or through this process. Through a Request for Qualification process, persons and/or firms interested in applying for a position must prepare and submit a Qualification Statement in accordance with the procedure and schedule in the Request for Qualifications. The Township will review Qualification Statements only from those firms or individuals that submit a Qualification Statement which includes all the information required to be included as described in the sole judgment of the Township. The Township intends to select persons and/or firms that a) possess the professional, financial and administrative capabilities to provide the requested services, and b) agree and meet the terms and conditions determined by the Township to provide the greatest benefit to the taxpayers of South Hackensack.

The selection of Qualified Respondents is not subject to the provisions of the Local Public Contracts Law. The selection is, however, subject to the “New Jersey Local Unit Pay-to-Play Law.” The Township has structured a procurement process that seeks to obtain the desired results, while establishing a competitive process to assure that each person and/or firm is provided an equal opportunity to submit a Qualification Statement.

Qualification Statements must be submitted to, and received by the Township Clerk, Municipal Complex, 227 Phillips Avenue, South Hackensack, NJ 07606 before 11:00 a.m. on December 4, 2017. Qualification Statements will not be accepted by facsimile transmission or e- mail. The responses will be publicly opened and announced at 11:00 a.m. on December 4, 2017 at the Office of the Township Clerk. The Township is requesting Qualification Statements for the following positions:

  1. Municipal Attorney
  2. Municipal Auditor
  3. Municipal Engineer
  4. Attorney – Bond Counsel
  5. Attorney – Litigation
  6. Attorney – Labor/Litigation
  7. Insurance Risk Consultant
  8. Real Property Appraiser
  9. Municipal Planner
  10. Attorney – Tax appeal
  11. Grant Writer
  12. Planning Board Attorney (to be selected by the Planning Board)
  13. Zoning Board Attorney (to be selected by the Zoning Board of Adjustment)

The Instructions for Qualification Statements may be inspected or obtained from the Office of the Township Clerk during regular business hours beginning on November 6, 2017. Questions may be directed to the Township Clerk at 201-641-7186. Qualification Statements must be submitted in the manner designated in the Instructions, must be enclosed in sealed envelopes bearing the name and address of the Respondent and the name of the position on the outside, and addressed to the Township of South Hackensack. Additionally, the envelope should bear notation that it should not be opened until December 4, 2017 at 11:00 a.m.
